Summary 0000535: Equipping weapons/armor on military is erratic

Note So i have a workaround for wearing steel armor boots on both feet:
First wear armor instead of clothing, since shoes are not correctly replaced by boots when armor is worn over clothing
Then assign them TWO pairs of boots. One pair gets assigned as one boot, while the other will correctly assign them a pair of boots.
Go into details of an individual dwarf (v0.5 steam) and delete the pair with only one boot assigned. Dont forget to confirm to save the outfit.
Now they should wear 2 boots on their 2 feet and it also fixes wearing socks correctly if they are specified.
