Are they confined to a burrow?
Are they holding unforbidden picks?
Are they unable to path to the designations due to unsupported ramps? http://dwarffortresswiki.org/index.php/DF2012:Ramp#Movement_Using_Ramps

Tested the save.
Burrow issue.
You have all of your dwarves, including the miners assigned to the burrow "Burrow 1". But the large rectangular you designated for mining is outside of that burrow. They started mining after I added that area to the burrow.
Remember that you can add unrevealed areas (like the one you want to mine) to burrow too, it just won't show burrow symbol until revealed. Or alternatively remove the miners from the burrow, they will be able to mine everywhere.
