There's a note in the raws that explains this: [ITEM_WEAPON:ITEM_WEAPON_SPEAR] ... [MINIMUM_SIZE:5000] amphibian men, etc., need variants The MINIMUM_SIZE for normal spears was deliberately lowered so that the underground animal peoples could wield them. That concern does not apply to training spears. This is intended behavior for now. |

it is extremely low priority but it is both illogical and somebody that will mod animal peoples to be playable may have one additional problem |

Illogical and intentional are not mutually exclusive. It's a fact of development that sometimes there will be illogical placeholders instead of fleshed-out features. |
