basically whenever drainage is above (probably) 50 and orographic precipitation is turned on rain shadows are created in that region, even over oceans. I'm no geographer but it seems very strange that it would behave like this.
Steps To Reproducecreate a world with rainfall min and max set to 50, variance set to 0 and orographic precipitation turned on. (elevation should also be as flat as possible to eliminate influence of mountains)
export drainage and rainfall maps.

I guess this can be closed? Toady explained, that until there is more information on local elevation differences the drainage is a placeholder for differentiating between hills and plains etc.
