Summary0008011: Dwarves only being overcome by terror once enlisted in the military
DescriptionThere was an injured Giant Kea that some merchants had beaten up before they left, just wandering around through highly populated areas, I sent an Axedwarf to kill it but he was repeatedly overcome by terror, even though multiple other dwarves were walking right next to kea with no issue. I assigned one of the dwarves that was next to the Kea to the military to deal with it but as soon as they became a recruit they were also overcome by terror.
Additional InformationThe initial Axedwarf had terrible willpower so I thought that might of been it, but the other two I sent had average.

Probably not -- need a save that can serve as a test case for directly observing the problem.

I've seen this before - the issue is more related to the "crazy moral" reports. Dwarves aren't as worried about being scared of something if they aren't in combat with it. The other dwarves in the area aren't being threatened so they aren't scared, the military dwarf has an attack order so he is "in combat" without yet attacking.
i.e. I had a troglodyte rush from the caverns, my dwarves happily ran past them to gather more spider silk and harvest more mushroom trees -- but the military that i sent down to wipe up the few that weren't caught by the cages got scares as soon as they were in sight - the trogs got scared once they got hit (they didn't know they were in combat until something hit them)
...seems intended, needs some tweaking but intended.
