Summary	0010124: Full citizen petitioning for citizenship
Description	A two year old child in my fort, who is a full citizen is petitioning for citizenship. The fort has been retired and reclaimed a few times, the petition seemed to coincide with a migrant wave although it could be unrelated. IIRC the child was born in the fort. I accepted and they were still a citizen and happy about becoming one. I reloaded and denied, and they were still a citizen but not a member of the group, and were unhappy about being rejected.
