Summary0011000: Dwarves sent on missions never return
Descriptionin the summer of my first year, I sent my militia commander out to ask an uncontacted human civ for tribute, to make them aware of my existance. He succeeded, as a human caravan arrived the following year. However, he has not returned to the fort, leaving me without the ability to create any more military squads, and I cannot appoint a new commander. I learned that this issue extends to all of my military, so I had to load an older save.

Try recalling them with a messenger (locations -> your fort -> assign messenger -> create mission to recall citizens), they might be stationed at the tribute site or have become its new overseer, in which they wont be able to be resummoned, but their position would be cleared if this was the case and you would be notified by a pop-up announcement.

Generally until a captain of the guard is present (60 dwarves at mayor status) to also command military squads it is a bad idea to send them out, instead my own advice would be to have commanders take charge of cross-training new squads & local defence from threats, and send disposable captains instead until your site has grown to avoid issues like this.

I sent couple times military squads on missions. Sending 1-3 squads usually doesn't cause much issues. Dwarves, as it seems, return at edge of the map 1 by 1. However few times I have sent 9 squads out for raid, leaving just captain of guard and his police squad of crossbow"hammer"dwarves with weak strength home. 2 times I had no issues with 9 squads returning home. On 3rd such mass-return however in the same time arrived human caravan as well and out of blue my fortress lost 20+ dwarves, who refused to return from raid. I didn't send any messenger. I have one woodcutter designed for that. I had no idea you could do that. I did not conquer the dark tower, which I was raiding. Now, I stick to 2-3 squads raids in winter, when there is no caravans and new immigrants arrived.

I believe there is some collision mechanic with multiple arrivals on maps edges.

It seems that the site has rejected tribute, so I cannot figure out how to recall citizens.

Rejecting the tribute might have incited a fight potentially, so i would account for captured (known to cause issues like this) and killed dwarves in the aftermath.

Is there any way to recover them without conflict?
This is the only human civ on the continent, so I'm trying to avoid killing them.

This issue seems to have persisted into 0.47.02. I have three different squads who are traveling indefinitely for several months to a site only a few days away, and one traveling to the same tile for a rescue. There's no option to recall via messenger and they never return.

This locks down squads and can occur to squads like your Fortress Guard or Militia Commander, in which case it is game-breaking.

Can confirm this bug in 0.47.03. Captain of the Guard's squad went out, never came back. Conjecture: This will happen with squads led by other than a mere Militia Captain.

Can confirm this happens in 0.47.05 as well, happened with my militia commander.

Now in my [m]ilitary screen, the militia commander position is "Vacant" and all of the other squad members are stuck in (traveling).

Some are located at a Tower where I ordered them to conquer and occupy, but not all of the squad can even be summoned back by a Messenger (they are not listed as occupants of the location) so it is impossible to fully replace the squad to get them out of their limbo.

Edit: It looks like it's not *as* game breaking because I can replace the positions of everyone who is traveling. It's still a bug, however.
