Summary | 0011879: World Generation Tries to Force Dwarven Civilizations While There is No Water in Caverns
Description | So I tried to make an advanced world with water in caverns being gone but it tries to create dwarven civilizations anyway, guaranteeing rejections. I don't want to alter game files for vanilla game reasons. Somehow you can actually create a world with civilizations that doesn't have a dwarven civilization if all mountains are either good or evil. Why then try to force dwarven civilizations if there is not enough cavern water?
Steps To Reproduce | Create an advanced pocket custom world with no water in caverns and at least one civilization. Optionally forbid good or evil squares but it shouldn't matter due to their very low amounts on default anyway.
Additional Information | I don't want dwarven civ in my world at any point in history, neither good or evil squares too. For river generation reasons mountainless worlds cannot exist.
