Summary0012585: Gold craft stockpile is not being populated with bins.

I have set up a finished goods stockpile that accepts only gold crafts
(bracelets, scepters, etc.), to separate out those valuable items from the
cheap junk easily during trading. The dwarves have correctly carried the
gold craft objects to the stockpile. However, they have not provided any
bins to the stockpile, so the stockpile has filled up with items placed on
the ground.

I also have a stockpile that allows only bone, horn, tooth, and shell
crafts. This stockpile has been given bins and is working as expected. I
have checked all the settings on the stockpile, including changing the
number of allowed bins to various values besides the default just to see
what would happen. Nothing happened. There are plenty of empty bins in the
carpenter's workshop. I have tried putting empty bins into a bin stockpile.
This didn't have any effect. I tried selling enough craft items so that
there would be an empty space in the stockpile. That didn't have any
effect. I have tried re-creating this stockpile in various ways, but the
outcome is always the same. Gold crafts on the floor. No bins.

It appears that this is a bug, which specifically affects stockpiles set to
only accept gold craft items. I have not so far found any other items that
are similarly affected.

I am running a few cosmetic mods and DFHack, so I'm not going to attach a
save file. I did uninstall DFHack and load the save, and the issue persists
even without DFHack running.

Attached is a screenshot of the storage area. In the top left is the gold
craft stockpile, with no bins. Also visible is the settings window showing
the number of bins allowed in that stockpile. Directly to the right is a
flask/quiver finished goods stockpile, with bins. On the bottom left is a
finished goods stockpile that accepts only clothing items, with bins. Above
that is the stockpile that accepts bone/horn/tooth/shell crafts, with bins.
Above that is a finished goods stockpile that is set to accept only those
items that aren't specifically assigned to other finished goods stockpiles.
It also has bins. In the top right is a furniture stockpile that is set to
accept only bins, demonstrating an abundance of bins.
