Summary0012735: No mining, building, deconstructing jobs being performed
DescriptionHi,

Trying to build out a modest mega project, I have a lot of marked planning mode jobs and stairs carved. I was trying to channel mine through stairs top-to-bottom to retain natural stone for walls.(eg. somewhat building in negative).

My urists have since stopped mining/building/deconstructing. I have tried:
- setting the labor to 'everyone does this'
- discharging miners from squads
- checking miners are equipped with picks
- removing/recreating jobs
- checking access to job tiles
- trying build/channel orders away from the project
- dfhack autolabor enable/disable
- dfhack fix strike

... However, no positive result was forthcoming.

Issue is persisting across DF app restarts, so I've marked as 'always' reproducable. Sorry if that designation isn't meant for a possible bugged save.

Short update - the issue has been narrowed. Dwarves seem to be stuck within the 3x3 hospital/meeting hall location on Lvl 15.

There are 3 beds, none occupied by injured dwarves.

'Pausing' or removing this location releases the dwarves and they then get back to work. Otherwise, the miners are hanging around within with 'no job'.

I loaded up your save and found 3 miners with copper picks injured and resting. I forged more picks, and the other miners got to work.
