I also have this problem in adventurer mode in the capital city of the civ. I am not sure if it's the same cause, but ALL shop and tavern signs are gone completely. Not a graphical issue, because it's permanent and at the tile where once a sign was it now only shows the floor to inspect.
EDIT: Found out that it was after an insurrection aswell.

Part of me suspects that this could actually be a feature, that shopkeepers and tavern keepers could close up shop (and take down their signs) during insurrections in order to protect themselves.

If the insurrection comes to an end, do the signs come back?

That are the last Events regarding to insurrection for the town (from legends viewer next):
In 1234, midspring, (25th of Slate) the insurrection in Tautskulls against The Knowing Council concluded with ().
In 1234, midspring, (25th of Slate) the insurrection in Tautskulls concluded with The Untamed Sect overthrown.
In 1234, late spring, (22nd of Felsite) the insurrection in Tautskulls against The Untamed Sect concluded with ().
In 1234, late spring, (24th of Felsite) the insurrection in Tautskulls ended with the disappearance of the rebelling population.

I did go to the town again in 1234, 25th of Felsite and the signs were still missing. So even after the insurrection ended the signs did not got reconstructed.
One weird thing I noticed is that in other hamlets nearby which are ruled by the same civ, the lord for example told me that: "A sprawling criminal organization has left our people living in fear. They have a town called Tautskulls somewher in the Stormy Hills.". That was also in 1234, 25th of Felsite. Maybe the town is in a weird state?

If anything changes in the future I will give an update here.

EDIT 1: Spelling and Grammar
EDIT2: I asked a local about the current ruler and he told me that its still The Untamed Sect. But Legends Mode (Legends Viewer Next in my case) says that the ruling site gov is The Fanced Bands. They are both a subgroup of the same human civ, which rules nearly all nearby sites and also founded the city. So they are definitely not the "bad" ones. But it is weird that they get viewed as bad by others from the same civ. Maybe the rumors did not spread yet? And its also weird that the legends mode says somethign different than the local in-game population. I am still not sure if something got messed up here.

The "sprawling criminal organization" rumor is normal. Each town will have one or more criminal organizations that operate from taverns, catacombs, or sewers. See:
