Summary	0013195: Bookkeeper can update stocks with unbuilt table and chair
Description	A bookkeeper with an office consisting of nothing but a not-yet constructed table and a not-yet constructed chair successfully updated the books. See image: https://i.imgur.com/RAhexu5.png The constructed table and chair are in a different office zone assigned to the manager (not the same Dwarf)
Steps To Reproduce	On a new embark, I did the following: 1: assign a bookkeeper 2: assigned an empty 2x1 zone as the office of the bookkeeper 3: built a chair and a table 4: assigned the chair and table to be constructed in the 2x1 office zone at this point, the bookkeeper immediately moved to the unbuilt chair, and updated the records. He finished doing this before either the chair or the table were built.
Additional Information	I had dfhack active. I did not use it when assigning the bookkeeper position, the office, or when constructed the furniture
