Summary	0013259: Artifacts Not Releasing On Role Change
Description	When a promotion is made (e.g., baron to count), any artifact or item associated with that role in the N screen vanishes from the available options and cannot be equipped by anyone else. It can be displayed as usual and shows on the stock menu, but when the role vanishes it doesn't release the artifact to be re-assigned properly.
Steps To Reproduce	1. Assign artifact via N screen and the crown icon to dwarf in role (e.g., baron) 2. Wait for a year for auto-promote to county 3. Check status of artifact in assignment screen - will not be available
