Summary0013279: Foreign leather clothing being marked as banned for export without mandate
DescriptionIn the Trade UI I am frequently seeing items marked as banned for export despite there being no related mandates. These items are always foreign-made leather clothing articles, either arriving with migrants or taken from invaders. If these items are traded away (strangely DFHack does not cull these items despite being set to) then huge numbers of fort members will end up being punished for export violation, with one or more of the fort's nobles listed as the aggrieved party.
Steps To Reproduce1. Accumulate foreign-made clothing, either from migrants or invaders.
2. Attempt to sell these clothing items to visiting traders from any civilization.
3. Note that randomly-selected leather clothing items will be marked in violation of export ban.

Note that at this point in the game the issue is no longer occurring, which leads me to believe the offending leather clothing was brought in by migrants (which no longer arrive) and NOT recovered from invaders or traders.
