Summary	0013291: Common keyboard shortcuts stop working on Labor Screen
Description	The common shortcuts for the main menus (u-Creatures, t-Tasks, P-Places, y-Labor, o-Work orders, n-Nobles and administrators, O-object, and j-Justice) allow for the user to jump freely between menus and sub-tabs can be navigated with tab and shift-tab. All except y-Labor. Once the user is on the Labor menu, the shortcuts don't respond and won't allow the user to navigate with the keyboard.
Steps To Reproduce	From the main interface select u -- Creatures menu will open Select y -- Labors menu will open Now all other shortcuts for the menus will no longer work. User can still tab through Work Details, Standing order, etc. Shortcuts will work again as soon as user moves to another menu with the mouse or closes the menu.
Additional Information	Obviously just an annoyance. But if you're using keyboard shortcuts, the Labor menu is a trap.
