DescriptionGuards in merchant caravans, and civilization sites, such as watchmen, never wear any armor, of any kind, only civilian clothes. They still carry weapons.

I have not tested whether they are without armor in sieges.

This has happened consistently for everyone I know since update 53.06.
Steps To ReproduceThe easiest way to reproduce is by using DFHack's Embark Anywhere command to embark on top of a town or fortress, and look for soldiers in the unit list, who will visibly be wearing no armor. Alternatively, wait for a merchant.
