Summary0013481: Dug stairs cannot be connected to constructed stairs
DescriptionStairs cannot be connected from dug out to construction, the last up/down stairway on the dug-out will always block construction, so no up/down stairway can be constructed to connect the two areas together
Steps To ReproduceDig out a stairway that connects to a cavern roof, such that the last one before the cavern's reveal connects to air below the stairway
Try to build a stairway from the bottom of the cavern floor to the stairwell, so dwarves may freely descend.
Notice that no matter what is tried, the stairs cannot be built to connect the two together

On the bottom-most dug z-level above the cavern, dig out one tile adjacent to the stairs. Then it's not blocked and the dwarves will build stairs down. Not sure why they need an adjacent tile open, since they can build stairs straight downwards through the cavern. But at least the workaround isn't too bad.
