Description | When a noble issues an export ban on a particular item or material, taking the item itself to the depot and selling it will result in crime and punishment once the item leaves the map. However, if you bring a bin of items to the depot which happens to contain said banned items, you can safely trade them away if you don't trade away the bin itself. Presumably, the game only remembers which dwarf carried the bin to the depot and does not link the contents to the bin, so it doesn't know who to punish. As a result, the noble who issued the mandate will get an unhappy thought that nobody could be punished. | ||||

so the bug isn't that the export mandates can be violated without consequence just that no one is punished for it? |

Yes, and one would argue that it's much easier to deal with a noble becoming unhappy than having a dozen of your legendary dwarves thrown in jail or being sentenced to be hammered. |
