Summary	0003691: Windmills transmit power through solid floors, but only if the windmill is built first
Description	If a windmill is built on top of a solid floor and a machine component is then built underneath it, the machine component will receive power through the solid floor; however, if the machine component is built first and the windmill is built on top of it, the machine component will be unpowered. This should either work consistently (regardless of build order) or not work at all (i.e. require that the floor be channeled out beneath the windmill's center tile).
