though they've been "lovers" for almost the entire 11 years I've had this fort - maybe she's not really all that into him after all?

Seriously, though - maybe she shouldn't do that? Might interfere with her personal life and all.
Steps To ReproduceGet a dwarf promoted to nobility in a small fort (mine's only 20 dwarves), then ignore their mandates?

If the countess had punished her husband, then this would probably be a bug (along the lines of 0003823).

Maybe this falls more under the "incomplete feature" category than "bug", but making nobles show favoritism is something very reasonable to expect, in the same way that it is humorously bizarre for a mayor to order himself thrown in prison for not fulfilling his own mandate.

Nobody really expects such blind, self-destructive fairness in the system, especially a system that is supposed to be representing the selfishness of those with power to begin with, so it breaks verisimilitude.

This is a good point. Entity positions (e.g. consorts) are the intended mechanism for preventing improper punishments, and a lover doesn't get an entity position. I agree that this is just a hair out of bug territory.
