Summary | 0005804: MAX_POP_NUMBER Entity token does not seem to work
Description | The MAX_POP_NUMBER entity token does not seem to be being respected in world generation. Setting the worldgen civilization cap to -1 will break all limits, leading to civilizations sprawling anywhere they can find purchase according to their biome support and other settings. Cities grow out of all proportion, no matter what their MAX_POP_NUMBER is supposed to be. The expected behavior according to all sources I can find is that any entity will only have as many members as their MAX_POP_NUMBER declares, in this circumstance.
Steps To Reproduce | 1) Set any entity MAX_POP_NUMBER to any number you wish. 2) Generate a world with [TOTAL_CIV_POPULATION:-1] and [SITE_CAP:-1]
Additional Information | This has been broken since I started playing Dwarf Fortress, back in 0.31.25
