Summary	0000656: Carve Stairs designations disrupted by nonexistant soil layers under glaciers
Description	While carving stairs from the bottom layer of a glacier into the rock salt 1 z-level below designation behaved exactly like a standard dig. upon subsequint attempts in same square sucseeded but the downward stairway claimed it was built into sandy loam. This bug prevents designated up/down stairways from being placed on that layer but not Constructed up/down stairways.
