Summary	0007159: Bandits attack town on inacessible island, retaliating army stops at the sea.
Description	I was told by a civilian that a Dwarf Necromancer had sent some bandits to harass people in the town. I discovered that the bandits' camp was on another island and when I asked someone to guide me there they told me it was inaccessible. I joined a huge group of people (I assume it was a retaliatory army) who started to head straight for the camp, but stopped when they got to the sea and did nothing. How did the bandits get across the sea to attack them in the first place?
