Summary | 0007605: Paved roads cannot be constructed if a dwarf is hauling an item on the construction site
Description | Exactly what it says on the tin; paved road constructions are suspended if a dwarf is hauling (possibly with a wheelbarrow?) items when the builder initiates the building process.
Steps To Reproduce | Have wheelbarrows, go to a high-traffic area, make sure that dwarves are hauling, try to pave the road. Most of the time it fails due to items blocking the way, even if there theoretically are none.

After some further research, it seems that the wheelbarrows are the reason why they suspend the construction. If a dwarf manages to initiate the building action, the building action doesn't stop unless the action step is at "construction near done" and there is a wheelbarrow obstructing the construction. |

This bug appears to apply to every construction, not only paved roads. |
