Summary	0008312: Creatures with [IMMOBILE] can use attacks only when player-controlled
Description	A creature that has the [IMMOBILE] tag cannot use any attacks or attack interactions while under AI control, despite them being present in the raws. While under player control, they can attack.
Steps To Reproduce	Create a creature with the [IMMOBILE] tag and one or more attacks and attack interactions. Place it in a combat situation. Alternatively, use sponge men.
