It's possible they're just getting tired of you asking the same thing over and over and are acting as if you said nothing at all - giving out quests seems to be a general "idle" conversation, as is saying goodbye. Also, the current version is 0.40.18 - you shouldn't be reporting bugs in old versions, because it's quite possible that they've been fixed already. |

I have been keeping track of the change logs. That said, confirmed with a new 40.18 world. This happens with no other conversation option, except retelling them a rumor, but in that case it makes sense. If it is intentional, it is awkward and confusing. |
