Summary	0009638: Lye in artifact barrels cannot be used for making soap.
Description	Nothing more to add.
Steps To Reproduce	Have an artifact barrel full of lye. Try to make soap. Soap option is red in workshop and manager-jobs just get cancelled.
Additional Information	Trivial fix: add [CAN_USE_ARTIFACT] to lye containers at [REACTION:MAKE_SOAP_FROM_TALLOW] and [REACTION:MAKE_SOAP_FROM_OIL] in reaction_other.txt. Artifact buckets are probably also affected but have lower impact. Can be modified into an existing save file as well.
