Summary | 0009809: Building up/down stair from above fails when tile contains down stair.
Description | If a tile can only be accessed from above, building an up/down stair cannot be designated ("Blocked") when the tile below has a dug down stair. By contrast: If one of the side tiles is accessible, the up/down stair can be designated. The dwarves will construct the stairs from above if the side tile is made inaccessible (tested by locking a door). If the initial tile is left as a natural floor, the up/down stair can be constructed from above with no issue.
Steps To Reproduce | 1. Dig a single downstair on the surface. 2. Surround it with walls on all 8 sides. 3. Construct ramp/stair to make the top of the wall accessible. 4. Build a down stair or up/down stair above the initial tile. 5. Attempt to construct an up/down stair at the initial tile.
Additional Information | I initially discovered this while trying to channel through an aquifer, so it occurs with natural walls as well.

It seems to affect all features which are normally replaced by constructions (ramps, up stairs, down stairs). It also restricts the construction up stairs in addition to up/downstairs. |
