| Description | Dwarf(Bard named Thomo Kusutcusith) from Petition entered to Strange Mood and stay in temple because he can't claim workshop. | ||||
| Steps To Reproduce | Appove petition from dwarf. Wait for Mood. If mood goes to this dwarf, he do nothing. | ||||

Are you sure he is not staying where he is just because there is no path to some claimable workshop of type he wants? That can happen even with citizens from starting group or who appeared via immigration, not just with visitors. Check the highest level skills of that dwarf and compare those with this table: http://dwarffortresswiki.org/index.php/DF2014:Strange_mood#Skills_and_workshops So this visitor got granted residency and not yet full citizenship? What type of mood was that? Ad "he can't claim workshop." ~ was there any warning message about this issue?
