DescriptionWith a alternative space like a open room, statue garden, or zoo with no activity traps like temples and taverns, museum zones will be completely unoccupied and ignored by dwarves for visitation.

The only marginal way to get dwarves to observe displayed objects is to mix it with other rooms.
Steps To ReproduceSet up a museum zone in a new fortress from a pedestal without any other meeting zones besides lingering around the wagon, dwarves will stay at the wagon rather than meet at the zone.

Alternatively deconstruct the wagon and set a new floor-space meeting zone and engage the experiment by building a museum from a piece of equipment, they will not move to the new museum and choose the standard meeting zone over it.

Or

Open my save and observe the empty museum zone (copper crossbow display) for a period of time while dwarves will be lingering in a flat space meeting zones and other areas. They shouldn't be too busy, and disengage labors for more idlers as needed. They will all steer clear of the museum
Additional InformationDwarves do spend a little amount of time running between rooms be aware, which wastes time between fulfilling their needs, most of the fortress design does keep the meeting zones close together though.

User @Orkel mentioned about a issue about museum zones being never used, to which Toady replied that they themselves probably made a mistake and would check

In relation to museum zones and zones in general, Toady said they'd look into 0010129 where locations could work without meeting zones ( http://www.bay12forums.com/smf/index.php?topic=168313.msg7625588#msg7625588 )and "loop it in with the museum thing and see if its all related".

Observant players may have noticed that i used this trick on my locations ingame to free up dwarves to idle with the intention of visiting the museum and other places, and i think that it is implicitly related to the issue on prioritization presented in this issue report. Where location activity priorities are too high and looping on activities with none dedicated to idling, wheras on the museum there is no prioritization and dwarves don't visit reportedly without implicit museum location zone links like taverns.

Added note, making the zone inactive is not required as long as the meeting zone itself is abstracted and removed from the location while the location remains.

A additional step recently found through play that is easy to replicate: on a fortress with no quality furniture near zone-set meeting zones, dwarves will return to their bedrooms and be unsociable while admiring their own room furniture, it also distracts them in places like meeting halls where they will perpetually admire the tables and chairs instead of do anything else in their idle time.

This leads to small enclaves of dwarves over-admiring art in their personally assigned rooms because their art was over-prioritized and over-flowing (like the lack of need to look at museum exhibits) and they will generate a positive thought every time they repeat the action easily nullifying stress with repeated positivity.

Dwarves without some personal or communal space to admire art will remain in 'default' empty floorspace meeting zones as intended with the need building up until it starts distracting them. Methods such as pushing furniture together like chairs to force dwarves to interact in a dining room will not work as long as the need remains open and active.

I may have contradicted myself in a small detail previously, if the meeting zone is removed from the location, dwarves will ignore the museum artifact/display completely, it is only really compatible within other meeting zones but not its own.

However a lack of active museums and a lack of interest of visiting places besides locations for visitors especially taverns does create a artifact release specific issue of not allowing rumors surrounding the location of a object in your fortress to actively take place without the player deliberately putting it in public places to be seen & being very easy to conceal from the rest of the world.
