Summary0010893: Building on top of a bolt/arrow suspends construction repeatedly and indefinitely
DescriptionWhen building on a tile occupied by an arrow, the construction will get suspended indefinitely if there is no place to store the arrow or if the arrow is forbidden. This creates a situation where a tile becomes off limits unless the arrow is dumped or put into a temporary stockpile.
Steps To ReproduceEnable hunting labor on a dwarf.
Once there is a used bolt somewhere on the map, build an up staircase on top of it.
Make sure there is no ammo stockpile or that the ammo stockpile is full.
Additional InformationThis can easily confuse new players given that used ammunition is forbidden by default, and attempting to set up an extra ammo stockpile can make the ammo unusable unless bins are disabled immediately. The steps required to make the tile buildable aren't intuitive, and it's possible to make some or all of the ammo inside the fortress unusable while trying to build a staircase on top of a used bolt.

All forbidden items block construction with an "item blocking site" message. Unforbidden, untasked bolts should be moved aside just like any other object (verified in v0.44.12). If you have a save where that isn't the case then please upload it to DFFD ( http://dffd.bay12games.com/ ).
