Not really a bug per-say, Goblins fit the criteria for deep-risen disasters since they are [EVIL] creatures and primary creature of a dark fortress site both which is in the criteria for choosing a [MINING_UNDERGROUND_DISASTER] candidate. Before 47.xx's disaster token, goblins would naturally spawn in the HFS where their only contact would be through digging too deep without game generated demons to create a spire and civ for them.
