To be exact: It causes all restrictions (bin, barrels, wheelbarrows), not just bins, to reset to default value for given type of stockpile (zero or max).

Discussion from Kitfox discord
[12:44 PM]Jubal: Hi friends, I noticed https://dwarffortress.mantishub.io/view.php?id=12101 and https://dwarffortress.mantishub.io/view.php?id=12042 are probably the same bug, bin/barrel counts reset when you open custom stockpile settings. This bug can cause a lot more issues because of bins doing bin things.
[12:45 PM]Putnam: not a bug, intended behavior, sorta
[1:27 PM]SeerSkye: is it just 0 that's broken then?
[1:28 PM]SeerSkye: cause that's the biggest use case for setting the number of bins, for the people who like just banning bins from their fortress
[1:28 PM]Putnam: aha
[1:28 PM]Putnam: yeah, see, this is why you test more thoroughly
[1:28 PM]Putnam: i hear "bins are reset" and assume this means "always set to max unconditionally"
[1:28 PM]Putnam: not "set to max if it was 0"
[1:29 PM]Putnam: and yes,
[1:29 PM]Putnam: this is in fact intentional hardcoded behavior
[1:29 PM]Putnam: there's an explicit "if stockpile uses bins and bin count is 0 then set bin count to max" in there
[1:30 PM]Putnam: same with barrels

So, duplicate of 0012101 then?

I believe the intention of the current behavior is to automatically adjust the container counts when types or stockpile area changes. If someone hasn't adjusted the counts manually and is happy with the defaults, this is welcome behavior. However, if you have adjusted your container counts manually, this is a constant annoyance. Perhaps there could be a toggle on the container counts panel that says "Automatic", which is checked by default. If the player changes any of the container counts manually, the checkbox will automatically become unchecked. If the box is manually rechecked, then counts are immediately reset to defaults. When types or area is adjusted, the container counts will only be recalculated/reset if automatic is checked.

Would that work?

It would.
