Summary0001411: Numerical parameter of ENVIRONMENT_SPEC is ignored, too many minerals and gems created
DescriptionPlaying around with reveal, I'm noticing that the environment seems much "richer" than 40d. Tons of ores, veins, inclusions... every single tile seems to have a large cluster of something or other in it, along with many gems and often several overlapping veins.

Looking a little closer into it I am pretty sure that ENVIRONMENT_SPEC's percentages are being ignored. Not sure if they're intended to be percentages or probabilities or ratios or something else, but that's the word that I'll use.

My evidence of this is that every single cluster of sapphires or rubies I can find has a guaranteed single star sapphire or star ruby in the cluster. In 40d these were exceedingly rare, as would be expected from their low percentage (1) compared to the percentage of finding a cluster of rubies or sapphires (100). Now they are both basically guaranteed.

Steps To ReproduceEmbark in an area with sedimentary rock (and bauxite). Reveal and look through the bauxite for sapphires or rubies. Within every cluster of sapphires or rubies you will find a star sapphire or star ruby, despite having a percentage of 1 in the raws which should make them rare. Presumably the same thing happens with other rare gems like diamonds, but I haven't tested.
