When I first embarked, one of the creatures on the list was a sturgeon. It rather quickly died. I think it suffocated, because it was at the top of the water fall, where there's often only 1/7 water and that's where the skeleton is now. However, when I had some accidents with dwarves, they all ended up at the bottom of the water fall. (Together with some dead alligators. Don't know where they came from or why they died.)

Shouldn't the skeleton be washed over the edge too?

Check the weight of the skeleton. Sturgeon in the new version are gigantic -- about 25 times the size of dwarves, which is probably too big -- so their skeletons are probably much heavier than your dwarves' corpses, which means they won't get pushed around by water as much.

Does that clear things up?

It clears up why it isn't washed over the edge, but it must rival the dwarves in stupidity for not swimming against the stream and suffocating close to the waterfall. Thanks for the explanation. :)
