Summary0001669: Butchered Crundle scales (maybe others) cannot be tanned
DescriptionI butchered several Crundles and their scales are just sitting around in the butcher's shop. The tanner isn't doing anything with them, and when I queue "Tan a Hide" in the jobs, they cancel it ("Needs unrotten raw body part"). So they're not even recognizing the scales as valid hide.

The DF Wiki indicates that scales and chitin should operate the same way as normal skin, so why is it that I can't tan scales?
Steps To Reproduce - Kill and butcher Crundles, presumably other creatures that leave scales behind.
 - Watch your dwarves do NOTHING with the scales.

This is almost a straight up duplicate, but I'm going to leave it open for now since the main issue is scales rather than chitin.

A side note: I am unable to butcher crundles in a vanilla fortress... did you have to do something to get them to be butcher-able? or am I experiencing a different bug?

Was your tannery in a burrow? If so, this is 0000434.

Yes, it was in a burrow, but it shouldn't have made any difference, even considering 0000434 -- because that same burrow was a "Curfew" burrow that I'd set to envelop the entire inside of the fortress, including the garbage dump (yes I did make sure to unforbid the scales), the remains stockpile, and the butcher's shop; my guys had no problem with eagerly grabbing up deer hide and making leather out of it. Essentially said burrow was a way to get all my civilians indoors in case of a siege, after which I'd pull two levers to pull my bridge shut and seal off the only ways in. I just deleted the burrow (as I haven't had to use it in eons), and it's making no difference so far.

Have also seen unusable crundle scales, [random bird] feathers, and [random animal] hair in 0.31.16; no burrows used at all, except one for the trade depot which is only used when the fortress has visitors. Doesn't get tanned, can't be used as shell/ivory/horn/etc. at the craftsdwarf workshops, and clutters up the butcher shop to an annoying degree.
