Is there any reason to think this isn't expected behavior? In 40d and previous versions, elves only sent a liaison/diplomat to complain about deforestation or sue for peace. |

Agreed. Further on this, they would only send a liaison once the fortress qualified for the economy IIRC. Since that's broken nine ways to hell right now, there's likely not going to be a liaison any time soon. |
