as far as I am aware, this has always been the case (at least it was in 40d) |

This only happened in 40d once you set the precision higher then lowest and the Manager was ignored until later in the game... Maybe the Manager is required to work right away now.. I should check. |

The raw file entity_default shows both positions' office requirements. Once appointed, the requirements take effect. Seems to be by design now. |

Yes, apparently the manager actually has uses in the early game right now. The manager cant manage orders and stuff until he gets an office. |

Back in 0.28.181.40d, work orders only required Manager approval (which requires an office) once your population reached 20 - until then, no office was required, and all work orders would effectively be approved instantly (the "approved" column wouldn't even be present). |

This might be worth rethinking, since requiring offices at population 7 is asking a lot. |

I don't see requiring an "office" is much of a problem, you can make one by making sure you have at least one "inside" tile (like digging one tile into a wall, digging one down and one in) and two building material: Make a mason's/carpenter's workshop and make a chair in that. Then make your "office". |
