Summary0004704: Violation of Production Order - assignment of violator
DescriptionI failed to produce a noble's mandate. The injured party was OK (major), but the criminal was identified as a member of military squad, a hammer lord. I'm not sure whether I'm correct but I consider this a bug because the hammer lord should not be resposible for a production of some good when theirs primary job is in military.
I tried to find whether this is bug or "feature", but I was unable to find relevant reports.
Steps To Reproduceit is rather difficult to reproduce :)

Feature, not a bug. Production mandate violations can choose random dwarves. Think of it as 'arbitrary justice' more than 'real justice' - the nobles don't care who's responsible, they just want to punish someone.
