I wouldn't call this a "bug." It's irritating, but not a bug.

well, having 90 children of 175 dwarves is probably a bug, if it's a feature Toady can delete this issue ;D

96 dwarfs consisting of 51 children in my case.

91 children out of 140... so many mouths to feed... I though dwarves did not have multiple litters (usually 5-6 children are from one couple, but they migrate later)

Check the d_init. There's a setting allowing you to fix a limit on what percentage of your fortress can be infants and children. Default is set to 1000%. I generally alter mine to 10 or 15%.

I think that only affects births, not immigration.

Taking a closer look at my immigrant children (edit: in my .04 fort), I see that most are overage. One is 18, another is 22 years old. Don't children normally turn into adults at 12?

Looking at this bug's save file, it looks like "Zan Adilusan" is 13 and is still a child.

Olith: that might be an issue with the stasis the world is in after worldgen. My guess is, they were children when worldgen ended, and when they came to your fortress the game knew they were older but didn't check to turn them into adults. Its possible that since they skipped turning twelve, they'll never turn into adults.
