DescriptionThe goods a town has stockpiled in a warehouse will not be considered anyone's property, so you can go inside and take as many as you want without consequence.
Steps To ReproduceGo into a town and quick-travel until your notable structures list has "Warehouse" on it in white (not sure if every town has a warehouse or not), pick up items, carry them out, then talk to someone in town to show they aren't hostile.
Additional InformationI know keeps also have lots of free stuff lying around, but this I genuinely think was an accident while that wasn't.

You can also steal the items stored in castle keeps (which is nice, since they can be quite high quality), even while the lord/lady (or even law-giver) is watching.

Food bags in houses also seem to be fair game.

any item laying around anywhere other then shops is "fair game" tho i think the warehouse should be locked and pick-locking or bashing it should make that civ agro.

If the items in the warehouse aren't marked as "$owned$", then the problem is likely the failure to assign ownership.

However, there is an additional problem that stealing owned items fails to make you a criminal. See 0006391 for more information.
