I've built above ground farms in this version. It still shows the message, but you can build it and dwarves will plant crops.

It's just a display issue. You can build the farms and plant non-underground crops just fine.

If it actually won't let you build the plot, it's because of an obstruction (check for trees/boulders/etc.). It gives the warning about lack of mud, but the plot will build and work normally.

 can be changed to

"farm plots above ground on soil: 'no mud/soil for farm' msg received, plot can be constructed"
