I had freed up a slot in my first squad by assigning a member to the captain of the guard's squads, and this happened when I went to fill in the empty slot. Several dwarves appeared with this for their skill, but not everyone with military skills did. If I select the same dwarf in a different squad's list, they have "no relevant skills."

Both squads were set to the default metal armor uniform, if that's relevant.
Steps To Reproduce* Assign a captain of the guard if you don't have one already.
* Fill a slot in the captain of the guard's squad with a dwarf that was already in another squad.
* Go to the now-vacated slot in that dwarf's original squad. Scroll through the list of candidates until you spot someone with "(level) skilled" for their relevant skill.

I've only tried this in the save where I first noticed it, but I was able to reproduce it in that save.
Additional InformationI'm playing with a compilation of mods (Modest Mod + some new creatures and plants, a couple weapons and armors, crafting reactions.) Nothing appeared in the errorlog other than the usual pathing/"double tagged item" errors, though.

I've also been using the Splinterz version of Dwarf Therapist, and have the binary patches that come with DFHack applied. I was running the fix-armory tweak.

I edited a few more PERMITTED_REACTIONs into the entity raw for that save after I realized I'd left them out in worldgen (the reactions themselves were already in the raws.)

Please reopen this report if you can confirm it's not caused by a typo'd profession name in the mods.
