 I haven't obtained enough seed types to reproduce this exactly, but the problem appears to be that the seed list length is determined by the window size, while the "Remove Building" and "Done" options are a constant distance from the top of the window (therefore, this is only a problem with window sizes taller than 25 rows). The same problem applies to the season/fertilization options, which appear to be a set distance below the end of the seed list: http://i.imgur.com/bYfFIx1.png
