Description | Last year I selected to maintain distance from homeland. This year my population is 4 and I've been offered to allow a person to be made Baron. I believe this is a bug (barons are for large cities?). | ||||

It may take old numbers from the last time trade caravan left the fort. It is same with immigrants: even when over cap you can still get one more wave of immigrants because none reported to mountainhome you are over that cap already. |

It's more likely that once you become eligible for a particular land-holder, you are always eligible in the future. In old versions (40d and earlier), all noble eligibility was permanent, so it wouldn't be surprising if land holders still behaved that way in later versions. |
