Have you tried mining/channelling another hallway/staircase to connect those two floors? At which version was this fort started? Are you using any mods or graphical packs? Have you got any successfully completed moods in this fort before? Can you compress your save (zipped region folder), upload it to http://dffd.bay12games.com/ and post a link to it here, please?
One idea: moody dwarves are sometimes standing on one spot because they can't find their desired type of workshop. Has this dwarf already taken one of your workshops? If no, you may need to look at what skills does he have (http://dwarffortresswiki.org/index.php/DF2014:Strange_mood#Skills_and_workshops) and build somewhere connected type of workshop to get him moving.

No, Not yet. The current version 0.40.24. No and No. No again. I will start doing that. He does have his Claimed workshop. Sorry For the long wait period I just started the fortress and I have an earlier back up save of right after the glitch accrued. I was using sound sense and dwarf therapist at the time. That's why I never noticed the Glitch as I was watching YouTube. |

When you d-z'd (to remove the ramps on the hills) you also selected your central stairway. Your miners removed the upward stairs on level -2, which is why your moody dwarf is stranded on that level--she cannot return to the claimed workshop on the surface. Constructing a new up/down stairway on level -2 resolved the problem. |
