If you get reading material the dwarves will read them, but even then if they are all being used the dwarves will just stay there doing nothing. They should look for something else to do if there isn't reading material available. |

Locations can be set both from furniture and zones. Maybe visitors like to visit some kind more?
Also, if they came specifically to relax in your library, that's what they are doing. |

There is no idling activity @Detros for non-assigned dwarves in meeting zones that aren't scholars, so unlike a tavern or a temple where they would always be doing a socializing or praying activity (which doesn't set them to idle) dwarves in the library waiting for books to read are able to idle.
Not a bug in itself, but raises questions to how intensive the other two occupation areas are, especially since they steal dwarves from generic meeting zones & job responsibilities without workarounds &/or are destroyed. |

I have those military Dwarves blinking in "u"-menu, when they hit legendary skill level in using their weapon, which is highly confusing, as civilian color scheme is set to avoid militia/professional military. Besides hunter skill, which is in social skills category (ambush?). So my take is at this, that earlier there was a bug/feature there Dwarves too easily and too fast skilled their social skills in meeting zone. So Toady moved Dwarves to idle in tavern, temple and library instead. As those meeting zones are allocated Dwarves do not skill up at all in social skills in those. Unless those are singing, playing instrument or telling stories skills. So this is not a bug, but a new feature fixing an old bug of Dwarves working on their social skills. It makes easier also to have mayor out of chosen broker Dwarf. Trading still skills up those nasty social skills. See? Pick trouble free Dwarves for baron and broker and you never have to deal with production orders ever again. Toady making DF too easy is a bug now? lol

Standing around staring at empty shelves is a rather odd activity, and since the location update mostly eliminated 'No Job' idling this behavior might be considered a bug. |
