| Description | Sometimes DF generating civilizations that are unable to make mookcases neither from wood, neither from stone. As a result, creation of library is being impossible. | ||||

Okay, this is weird. Your save raws (and thus likely your main raws) are incomplete. Most raw files seem up to date, but a few aren't, including item_tool.txt and creature_standard.txt. The former is the culprit here - since bookcases and such aren't in the file, they can't be built by anyone. A fresh download should give you the complete raws. |
