Summary	0009518: Two quires on table in library remain tasked even though no job is using them
Description	Two quires, one empty and one containing "Do We Understand Bulwarklabor?", are abandoned on a table in the library, claiming to be tasked (TSK) but with no active jobs using them. They may have been selected for a copy job, but weren't released when the job was canceled for whatever reason. I don't know how long the quires have been sitting there. Forbidding them clears the mystery task away.
