They're forbidden (because they were visitor artifacts). Unforbid them and dorfs move them to the stockpiles. |

There is still the issue with a lot of books being "merchant" marked, but that appears to be a different issue. So far I haven't seen any of those marks go away so the books can be hauled away, so I remove the merchant flag with DFHack. |
